sort of, but of course being dishonest may just mean you tell lies, while being crooked may mean you steal/kill etc. I would rather know a dishonest man than a crook.

The other two reviewers are correct. Crooked is the word that gives us the word 'crook.' Thus, a crook is a criminal.

You could use them the same way in many contexts, but they're not interchangeable. Dishonest simply means "not honest," while crooked can mean dishonest, but it can also mean that someone is a criminal.
