A scenario is like a "mini-play" or "mini-role-play" or "mini-movie" that is scripted and planned in advance. It could also be used to describe an entire event from start to finish. A scenario is more detailed than "circumstances".
Circumstances are simply the conditions that exist at any given time when something happens.
Did you look these up in the dictionary? They are quite different from each other.
