In English, we say fifteen hundred. Similarly, for 1590, we would say fifteen ninety.
It is correct to say "in the year one thousand five hundred", but uncommon and used for emphasis/dramatic reasons.
For example, when one says that "Columbus discovered America in 1492", one would usually say "Columbus discovered America in fourteen ninety-two". However, one could also say "in the year one thousand, four hundred and ninety two, Columbus discovered America". This is more dramatic, but is unusual - something you might hear a narrator say in a documentary about Columbus, but not something you would hear in day-to-day conversation..
Meanwhile, for the year 2000, we say two thousand, not twenty hundred. But for 2016, we say twenty sixteen.

“fifteen hundred” is what we usually use to say a date ending with 2 zeros. The first 2 #s of any year-date are said as 1: this year is the year twenty-sixteen for example. The year 1509 is said as "fifteen oh nine". "fifteen oh oh” isnt used. "one thousand five hundred" is not used very often for dates, but it can be.
Saying each # is sometimes used in speech ( "one- five -oh -oh” ), but only when the # has been misunderstood or misheard already, or it is an important or long # like for an order or license.
Either "one thousand five hundred" or "fifteen hundred" is used for other #s, especially prices.
"I paid fifteen hundred for a new laptop." "This laptop is one thousand five hundred, the smaller one is only one (thousand)."
