There is no need to use 是 before an adj. when you what to describe some thing. Therefore 熊猫可爱 is correct. Moreover people usually use a 很 (means very) before the adj., e.g. 熊猫很可爱。 When you what to explain one thing like 熊猫是一种动物, in this case 是 is needed.
