If someone moves into a flat then they have to pay a one month or two month deposit.

You need an apostrophe.
One month's deposit.
Two months' deposit.
This is something you will frequently see native speakers get wrong, especially when the apostrophe comes after the 's' rather than before like in 'two months' rent.'
