What is the difference between..?
1- It has started raining/It has started to rain.
and
2- It is starting to rain.
Can you tell me the difference in meaning between #1 and #2?

The first sentences show that the action has already started in the past and there is an effect now, it is still raining.
The second sentence shows that the action is starting now as we speak.

Sentence 1 is in the past tense and sentence 2 is in the present tense.
