What is the differences between "the girl who has blue eyes" and "the girl with blue eyes"?

I have never heard that expression. I don't think it is common in the US. But to answer the original question, they mean the same thing. Unless it's a horror story.

But if you say "the blue-eyed girl" it might mean either having blue eyes, or having any colour of their eyes but being very naive, or both... :-) It's thus possible also for a Korean to go under the description "the blue-eyed girl" (being naive). :-) :-)
