"tend to VERB" or "tend NOUN"
Here is full sentence :
Their devotion has not paid off, as neither the state nor their children are tending to their needs, according to the report.
My question is like this : In my knowledge, we should use either "tend to VERB" or "tend NOUN". Grammatically, "tend to their needs" is right?

Here "to tend" is a synonym for "to care", i.e. "I am going to be tending to my neighbour's pets while they are away."
