He did not so much as say ‘thank you’ to me.
grammar point are
[the least + adj / adv]
[ not so much A as B ]
[ not so much as + verb]

1. Correct, but I can't think of a time I've ever said "least cheap" when I could have said "most expensive."
2. "This occurrence isn't so much an accident as it is a necessity." You can use the noun "occurrence" to describe something that happened. "Happening" is a word (like the movie "the Happening"), but I would use occurance in this context.

1. Correct/makes sense, but would sound better as "Our massage shop is not the cheapest shop in this area" (Last part is just for reference).
