dwelling on = continuously thinking about = ruminating on

Dwell literally means to live. Dwelling literally means living.
So dwelling in the past .. means living in the past. Obviously, you can't literally live in the past... but when a person becomes very preocupied and distracted or regretful about things that occured in their past it is said that they are "dwelling in the past."
