what is the difference between "better off" and "well off"?

"Well off" always means rich, wealthy.
"Better off" is a comparative. It can mean richer. It can also mean in a better situation in other ways (healthier, for instance).

Sometimes people say,
S/he is better off alone than in a relationship.
So yeah, it has a different meaning than "well off", which pertains to wealth.
