I am not sure the meaning of the word "consubstantial"
Hello guys,
I am not sure the meaning of the word "consubstantial" in this sentence
Is productivity consubstantial to innovation?
Can someone help me explain this word?

"consubstantial" is a very unusual word and I have only ever seen it with "with", and in connection with the Christian doctrine of the Holy Trinity.
The meaning of this sentence is not clear. "Consubstantial" means "of the same substance". So the writer may be asking: is productivity and innovation the same thing? If the writer means "are they closely related?", then he or she has expressed it in a confusing way.
My best guess is that the sentence was written by a non-native speaker who found the word in a dictionary. Any native speaker who writes something like that should be shot!
