"I'd love to have lived in the 19th century"
Why cannot say "I'd love to live in the 19th century"
does this last sentence make sense??

"I would have loved to have lived" is used because it is impossible to live in the nineteenth century - it is in the past and finished. We cannot go back without a time machine.
You can use "would love to live" for things that are possible. For example, "I would love to live in New York"
