Can we use"double-win" to describe a situation that achieves both side?
if can not,how to describe this situation

Yes, but you would say "win-win", it cannot be expressed as "double-win".
E.g. "This is a win-win situation."

When there are two sides that both win in a situation, we say it is a "win-win situation". If someone is a situation where an action results in two good outcomes for that person, we say "double win". The same person wins twice, in that instance.
