What does "a few quarters short of a buck" mean?
I could only find that "two cents short of a buck" means having an IQ less than average. Does it have the same meaning? Thank you.

Hi , yes it has the same meaning.
Similarly:
''a few sandwiches short of a picnic '' - this means the same
or
'' not the sharpest knife in the drawer ''
