What is "skip round"? I saw a tragedy news about deputies shot a 17 year-old boy by accident, and it appears to be a "skip round". Can anybody explain what that means? I have never seen the expression "skip round," but I think your guess about the meaning is probably right. "Skip" means to bounce forward off the ground. "Round" means a bullet.

We normally just call this a "ricochet". I think the police are inventing their own jargon here!

That's correct. When a bullet (round) is shot at the ground, it may break but pieces (fragments) can bounce (skip) and hit someone. Like John said, It's not an expression I have heard.
