When someone says " you speak quite well" it means you speak completely (very ) well? Or it means you speak fairly well (you are not much good) ?

To be honest, the precise meaning would vary according to the person's assessment of your speaking skills. However, I would take this phrase to mean that you although you make some mistakes, you overall have a good command of the language when speaking it.
