He is comparing the poisonousness of the two types of snake venom. It means that one drop of Cape Cobra venom is thought to be more deadly than one drop of Black Mamba venom.
We often use this format in making comparisons. For example, ounce for ounce there are more calories in cheese than bread, meaning one ounce of cheese has more calories than one ounce of bread.
