The situation - Peter Griffin lost sight of his wife in the Quahog mall and stayed there after hours and became "lost in the mall".
1. Peter says:

Could you explain or rephrase please what did he mean about shopo-cop Paul Blart?
I don't really understand his "if you're out there".
And, where is "THERE"? At the Quahog mall?
2. Peter is running around in circles at child's train in the mall and says:
Holy crap!
Wait!
Don't close the mall!
Like an actual Amtrak train, this is dangerously out of control!
That's legally defensible, by the way.
On your screen is a list of actual rail disasters ...
What may mean the expression, "that's legally defensible" in this context?
