The situation - Peter Griffin lost sight of his wife in the Quahog mall and stayed there after hours and became "lost in the mall". 1. Peter says: Well, I've looked everywhere. Maybe she (Lois) left. Paul Blart, if you're out there, I could sure use a miracle. Could you explain or rephrase please what did he mean about shopo-cop Paul Blart? I don't really understand his "if you're out there". And, where is "THERE"? At the Quahog mall? 2. Peter is running around in circles at child's train in the mall and says: Holy crap! Wait! Don't close the mall! Like an actual Amtrak train, this is dangerously out of control! That's legally defensible, by the way. On your screen is a list of actual rail disasters ... What may mean the expression, "that's legally defensible" in this context? Sorry for my a bit long question and thank you in advance.

What is meant by "legally defensible" is that it can be defended in court. What Family Guy is saying is that Amtrak can't sue Family Guy for making a joke about Amtrak crashes because there have been many, so Amtrak could not sue for libel or defamation.

"If you're out there, I could use a miracle" means if you are listening, if you are aware of this situation, if you are around I could use help. It is usually used when talking about things like God or superheroes- for example, "Batman, if you're out there, I could use you're help" or "God, if you're out there I could use a miracle". The THERE is not anywhere specific. In this case it really means listening or paying attention to what is happening. As far as the second one I have no idea what "legally defensible" means Hopefully this helps a little bit!
