"Glen would've said I smelled like a 'tart's boudoir' but I love it. I smell expensive...."
couldn't see its meaning in dictionaries and on the net. I think its about cosmetics. Women know better.
The speaker is referring to her perfume. Glen's opinion means the smell is very strong, like a prostitute's bedroom.

We use it when someone has very strong and 'over the top' tastes. If something smells like a tart's boudoir it has a smell that is overpowering. If it looks like a tarts boudoir it is over-decorated.
I would argue that in the sentence that the person has bought some strong (maybe cheap) perfume that he loves but others might think smells too much
