How can I interpret this lyrics?
Julie and little John Tyler lived in the house next door
We would be the great triangle and to this we swore
Julie was my sweetheart, little John was my cohort
And all the wild horses in the world couldn't keep us apart
Once we went for a swim in the noonday sun
And promised to return before the moon struck one

Why is this "struck" (not "strike")?
And what does the last phrase mean?

'strike' is not correct. 'it strikes' is the correct present tense conjugation. But here it is past tense, so 'it struck' is correct.
Clocks with bells or chimes strike hours, so normally we would say 'the clock struck one' when it was one o'clock. Here, they are suggesting they are using the moon to tell the time, and pretending that it can strike the hours like a clock.
