What does the phrase bellow means...
"Let by gone be bye gone..."
I think It is a kind of expression but I'm not sure about that!

Adding on to what Akcel said, you typically use "Let bygones be bygones" when you're reconciling with someone. For example, if you have to work with someone who you previously had a fight with, you can both agree to "let bygones be bygones", meaning you won't let what happened in the past affect the work you're doing now.
