I think it means, "I don't feel like it." For example....do you want to have pizza for dinner?...Not really, I don't feel like it. I would rather have stirfry." I don't feel like it- a nice and casual way to say you don't want to do what someone suggested. Then you can offer another idea. :) Good luck!
