I don't know if being aware of the paradigm helps or not, but there is a class of verbs that are formed by adding -in to a ma- adjective:
sarap -> masarap (tasty) -> masarapin (be satisfied with)
tamis -> matamis (sweet) -> matamisin (make into a dessert or jam)
buti -> mabuti (beautiful) -> mabutihin (prefer; approve of)
laki -> malaki (big) -> malakihin (consider as valuable)
dapat -> marapat (proper, appropriate) -> marapatin (consider as worthy; deign; condescend)
So what the man is humbly saying is something like, "(I know my request is not appropriate but) if you would consider it appropriate, ...."

"Mahal na emperador, kung iyong mamarapatin, ang hiniling niyo ay isang pagkaing malayo ang mararating".
In that sentence, "kung iyong mamarapatin" translates to "if you would let me speak."
