어떻게 is an adverb "how" and is used with other verbs.
어떡해 is a phrase in itself "What should I do" like a predicament "oh no". It comes from a contraction of 어떻게 해.
"어떻게"는 부사입니다. 다른 동사와 함께 사용됩니다.
"어떡해"는 그 자체가 문구입니다. "어떻게 해"의 수축입니다.

모두 다른 발음이지만 [케]와 [캐]를 구별하지 못하는 사람이 많아요.

아니요, "ㅎ+ㄱ"나 "ㄱ+ㅎ" 발음은 "ㅋ"에 변하는데 "ㅔ"와 "ㅐ"의 발음은 똑 같지 않아요.
"ㅔ"는 [e] (closed "e")가 돼고 "ㅐ"는 [ae] (open "e")가 돼요. 하지만 지금 한국사람에게 느낌이 들지 않아요.

똑같다고 봐도 무방합니다. 실질적으론 차이가 있지만, 실생활에서 구별해서 발음 하지 않아요.
Technically those two vowels have different sounds, but it is so small as to ignore their differences.
