What's the difference between"be based off"and"be based on"?
I have seen an American said"It's based off a memoir." on a TV show
so what's the difference between"be based off"and"be based on"?

The two phrases mean the same thing. "Based on" is the standard phrase (and probably the only one you'd use in British English), whereas "based off (of)" is a recent variation and is mostly used in informal American English. Both of them are said all the time in the US, but in writing, I would only use "based on."
