In USA, both 'tuition' and 'tuition fee' are interchangeably used to refer to a cost of attending some educational institution. Very rarely, even though it is practically nonexistent, someone might use the word 'tuition' to refer to being taught about a certain subject.

Tuition - the instruction your teachers give you Tuition fee(s) - the money you pay to a school for the teachers to teach you When talking about the money paid to the school, the both mean the same thing. Tuition is a less formal and more colloquial way of saying "tuition fee(s)". Laurence

I think it depends whether you are using British or American English. In British English, "tuition" refers to the teaching itself, and "tuition fee" is the fee that you pay for it. In American English, "tuition" refers just to the fee, so "tuition fee" ( although it's a tautology) would have the same meaning.

Tuition means teaching, or instruction, often in a small group, or even, one-on--one. Tuition fee is what the person receiving the tuition has to pay for the tuition. The person providing the tuition is called a tutor.
