It means that it is best to repair / fix the roof when the weather is sunny / when the sun is shining. Imagine repairing a roof in a rainy weather ;) Super difficult!

Kennedy said this! It means that you should take care of a matter before it becomes a problem. You shouldn't wait until something becomes an issue to address it :)
