In my opinion, "là" in general is used to explain and make the sentence given before "là" clearly . In other words, we can use information given after "là" to answer the questions why, what, how and so on. In this sentence, "là" is used to explain the reason why the writer got trouble: tại sao tác giả đã gặp phải trở ngại? ---> Tại vì tác giả không tìm được bản CD. Ví dụ: Sai lầm lớn nhất của anh ấy là đã không nghe lời khuyên của bố mẹ khi lên thành phố một mình. Điều mà các ca sĩ muốn được nghe nhất sau khi trình bày xong bài hát của mình là những lời khen ngợi và sự vỗ tay nồng nhiệt từ những người hâm mộ. I'm not Vietnamese teacher but I hope this helps.

Is this sentence translated from another language? Because it sounds quite rough and grammatically wrong. So basically what it means is that: "The author had difficulty in republishing the book WHICH IS the fact that he cannot find...". So "là" here introduces the difficulty that he/she met. Also I don't think there's "bản chức" in Vietnamese. I've never seen that word before so I don't think it's a correct one. Can you give me the original sentence of this sentence so I can understand it better and help you out?
