I can't find any explanation for this phrase, so I'm sure it was created by the lyricist. I can think of two possible meanings to this line; either:
"Instead of crying for the moon, the moon is crying for you (because you're so great)" or
"The full moon is beautiful and magnificent, but you're much more beautiful and magnificent, so the moon is crying with jealousy."
