No, they don't mean the same thing. To cap off something is the final flourish, or the final straw in the case of a negative experience. To wrap up something is to bring it to a conclusion.

Hello.
They mean the same thing: to complete, to finish off, but 'wrap up' is more popular where I am, in the American Midwest. I don't really know anyone who uses 'cap off'. It might be more popular in Britain or other parts of the US and the Anglosphere.
