Things that move on (walk) their own can say "います". ◯ともだちがそこにいます。（My friend is there.) ◯いぬがこうえんにいます。(A dog is in the park.) ◯むしが きに います。(There are insects in the trees.) あります ○ちょうちょの ひょうほんが テーブルのうえに あります。(A specimen of a butterfly is on the table.）←Because it doesn't move by itself.

We use います for living things that have feelings or that have intelligence(that are conscious) so it is as other answers say. However, sometimes when talking to kids we call things as if they are conscious living beings, in ways such like お花さん　が　いるよ, saying "there is a Mr/Ms. flower over there" as if saying "there's a Mr.policeman over there" in English.

I think います is used for people and animals. So 花 is not animals. 花があります。 心臓があります。 Both of them are used あります。
