The expression can also mean taking the initiative or taking the lead. For example, you could say, "I decided to STEP UP TO THE PLATE and offer my help since no one else was offering any assistance". Hope this helps

"Stepping up to the plate" means that you are taking on responsibility. It comes from baseball.
