What is the difference between those two worlds?

Hi Harry,
they're both pretty similar, you're right but for me the difference is this:-
Provide: if you provide something that someone needs or want you give it to them or make it available to them.
Offer: if you offer something to someone you ask them if they would like to have it or use it.
Provide is more like the action of giving someone something.
Offering means that you have questioned whether someone would like it, it's conditional and would require the person to answer and tell you if they would like it.
Examples
The guests were provided with towels for their stay in the hotel.
The guests were offered drinks during the evening meal, some of them refused.
