The usage of 'forge': can I say 'to forge an environment'
From Longman dictionary, forge has three meanings, respectively as forge a signature, forge a relationship, and forge iron
But, can I say 'forge' an enviornment? such as forge an environment for the growth of world economy.
Can I just say create/shape/build up/construct/set up etc an environment?
Or are there some other good formal expressions?

To create/shape an environment sounds better than forge.

If you're trying to say "create/shape/build up/construct/set up", then forge is the perfect word. It is synonymous (means the same thing) with each of those words, and may even sound stronger in that context.
