"famous for 15 minutes" is a saying by Andy Warhol meaning that in the future everyone can be famous for 15 minutes in their life. This saying has been used in the advertising of Heathrow Express trains which only take 15 minutes. Does this saying in this advertising mean "everybody can be famous for 15 minutes in these trains" or "these trains are famous for their 15 minute travels"?
Warhol said that, in life, every person has their 15 minutes of fame. After reading the article I don't see a connection to that quote. The train company is simply saying that the train runs every 15 minutes.
