Is 'Internet" proper noun?
We can buy anything through the Internet.

Both are correct, but the lower-case version, with a small i, is more common nowadays. Unlike a trademark or name of an organisation, 'internet' is not a proper noun, so there really is no need to capitalise it.
By the way, it's more usual to say 'on the internet' rather than 'through the internet'.
