I can't get around to talking to my neighbour

can anyone explain to me what means " get around " in this context?

Hello, "get around" is a casual phrasal verb that usually means to make yourself do something that is difficult to do, something you haven't had time to do or something you've been avoiding for whatever reason. So, this sentence means, "I can't seem to make myself talk to my neighbors." Probably because it's socially awkward to talk to neighbors and therefore unpleasant and stressful. Hope that helps.
