Complacent...what does it mean in this example? We cannot to afford to be coplacent about our health

I think complacent only ever means one thing - To assume that things will be OK, and not be concerned. That's certainly what it means here. The writer is saying that we need to think about our health, and do something if we have any concerns.

according to the Oxford Dictionary: "Complacent" (about somebody/something) (usually disapproving) too satisfied with yourself or with a situation, so that you do not feel that any change is necessary; showing or feeling I understand your sentence with a meaning like: we should't be satisfied with the actual condition of our health. even you don't feel bad, you should check your health regularly

Note - there should be no 'to' between cannot and afford.
