If I were at a restaurant, waiting too long for my food to be served. Is it rude to say "How is my food going?" Or what would you usually say to have your food sooner?

You shouldn't use the word, "going". The word "coming" would be more suitable.
For example, "Is the food coming?"
From my own experience, I would say to the waitress,
"Excuse me. I have been waiting for 15 minutes. Is there a problem with my order?".
Or
"Excuse me. I have been waiting for _____ minutes. Will my order be ready soon?".
