...if the morning is typical of this place/part of the year/ is no different from other mornings.

If you are talking about the morning itself, I think maybe typical would be a better word.
Both regular and usual tend to make me think of a person's repetitive habits or rituals, so if I heard either of those, used with 'morning', I would think to myself 'whose?'.
