Sentence 1 is not correct. IF you want to talk about a present situation you must use 'becomes' with 'it'. Sentence 2 is correct, AND is used to talk about a past situation. For example "Before we had air conditioning it was okay at night, but it was difficult to stay in the house during the day because it always became too hot."

PRESENT: It always becomes too hot. PAST: It always became too hot. BUT if you want to sound more casual, you can replace becomes/became with gets/got. PRESENT: It always gets too hot. PAST: It always got too hot.
