Can I say deem adjective?
When I search for the word, deem, usually the dictionaries say it’s a transitive verb, but I saw “as it may deem necessary.”
Can I say “deem necessary”?

That phrase sounds a bit odd. I wonder if you have taken it out of context.
It sounds like it was something like "The committee may make such changes as it may deem necessary".
I'm not sure of the grammar rule here, but in some cases you can.
