Do the British read the number ‘217’ as ‘two hundred seventeen’ and ‘106’ as ‘one hundred six’

No, we don't. That is an American convention.
In the UK/Ireland/Australia/NZ, we say 'Two hundred and seventeen' and 'One hundred and six'. We don't omit the 'and'.

one hundred and six.
For saying ordinary numbers.
For room numbers in a hotel or road numbers highways in USA and elsewhere and motorways in the UK.
It will be two seventeen if we had such a high number of roads in The UK [we do not]
it would be the "A one oh six" or the "M one oh six" for roads and motorways in the UK.
But we do not have this many Main roads or Motorways in the UK so it will be
"The A six" or The M six" for road routes. M = motorway A = major non motorway road.
B = minor road
