The expression is an onomatopoeia, "hubba hubba" is slang and means "fantastic" or like " hurrah!" ...

Used to express approval, pleasure, or excitement.
eg look at that guy, he's so gorgeous, hubba, hubba!

I imagine it has to do with the Tom Tom Club (not the music group), which you can read about here: http://en.wikipedia.org/wiki/Tom_Tom_Club
And "habba babba" is a silly phrase. And also the theme of some silly videos that you must see to believe:
