The dictionary defines shudder is a kind of act, then shudder should be a shaking movement men make rather then the elevator shaking or vibrating violently?

Machines can move with a shudder or start with a shudder.
In fact all engines start with a shudder. It is just a question of how much shudder.
You forget to read definition 1.1 ESPECIALLY OF A MACHINE
