I have 2 questions: 1) What is HB? As I understand it is not Humungous Bighead. 2) What is Humungous Bighead. As I understand it game of words: humungous is something + enormous and bighead is big + head + probably, there is some more point here. So, it is a joke of two hilarious twins Fred and George, isn't it, but I can't understand it :( Thanks for your help!

HB stands for Head Boy. Percy was given that honor, so Fred and George are teasing him about it. Humongous means enormous, as you said. Somebody with a big head is arrogant. You can also turn “big head” into an adjective and say “he is big headed”, which means the same thing.
