"A father who does not withhold any good things from us" is right, but it's not finished. To make it a sentence by itself, try "A father does not withhold any good things from us." Or you could say something else about the father- "A father who does not withhold any good things from us" + a verb phrase like "is our favorite," "doesn't make mother worry," or "will probably spoil us rotten."
