Actually the summer break refers to the break in the school timetable, or any other timetable. A good example is the Spring Festival break in China which is the same for everyone. The vacation is what you do during that break. So technically they are not the same.

I assumed"break"is just for a very short time,maybe it has same meaning like "pause",but vacation is a long time. Thanks
