"userl" is not an English word.
It is an acronym (first letter of each important word in a series of words that names something, e.g. UN = United Nations, PRC = People's Republic of China).
USERL (acronym) means "United States Equine Rescue League". "equine means 'horses'.
"userl" might also be a computer related term used to refer to an unused website domain name (this is not a commonly/often used word).
Velosolex is a French word - actually the name of a company in France that made bicycles with small engines attached to the front wheel of a bicycle.
The name "Velosolex" is made up of 3 parts:
1..velo
2..sole
3..X
To write the word properly in French the first "e", after the "V", has an accent mark above the letter "e". The accent mark looks like "/" (like the second tone in pinyin). The accent mark is called an "accent aigu" which means "acute accent" in English. The "e" with an acute accent is pronounced like the Mandarin pinyin "ei". The two letters "o" are pronounced like "ou".
The French word "velo" means "bicycle".
The French word "sole" means "bottom frame of a vehicle".
